
The Estonian Transport Administration has submitted the draft of the National Cycling Strategy 2040 to the Ministry of Climate, along with an implementation plan for the years 2025–2029.
The strategy aims to make cycling a convenient, safe and everyday mode of transport throughout Estonia. According to the vision, by the year 2040, cycling should account for at least 13 percent of all journeys in the country, becoming closely integrated with public transport systems. While cycling currently plays a modest role in Estonia’s mobility landscape—making up just five percent of all trips as of 2021—urban areas are already witnessing a clear upward trend. However, the broader uptake of cycling has been hindered by fragmented and insufficient infrastructure, low perceptions of safety, and a lack of consideration for cyclists in both traffic and spatial planning.
Framework
The strategy places strong emphasis on developing a comfortable and connected cycling network, modernising the legal framework, improving winter maintenance, and promoting cycling as a safe and accessible mode of transport for people of all ages. It also highlights the importance of empowering urban planners and local governments and building a positive public image around cycling. “Cycling in Estonia must become as natural a choice as walking or taking public transport. Achieving this requires systematic and consistent efforts at both the national and local levels,” said Kadi Pihlak, a mobility expert at the Transport Administration who contributed to the strategy.
Implementation
The implementation of the strategy envisions a multi-level cooperation structure, including the preparation of local implementation plans and a long-term funding model. Progress will depend on ensuring that cyclists’ needs are fully integrated into daily mobility planning, from infrastructure design to maintenance. A cooperation agreement will be signed between key stakeholders involved in the implementation plan. Additionally, a dedicated working group will be established to oversee the realisation of the strategy, coordinated by the Ministry of Climate.
