First ROADPOL Two-Wheelers Operation Mobilises Police Across Europe

From 21 to 23 May 2025, police forces across Europe joined efforts in the first ROADPOL Pan-European Two-Wheelers Operation.

The three-day initiative focused on raising safety standards for riders of motorcycles, mopeds, bicycles, and electric scooters. These vulnerable road users are at greater risk of serious or fatal injury due to the lack of physical protection, making dedicated enforcement actions all the more vital.

Goals

The operation aimed to tackle some of the most common risks associated with two-wheeled transport, including excessive speed, reckless riding, technical defects, lack of protective equipment, poor visibility, and the use of mobile phones while riding. Officers carried out visible checks in both urban and rural areas, addressing safety issues for both recreational and commuter riders.

Efforts

In Belgium, the Federal Police carried out extensive enforcement activity, setting up 199 control points throughout the country. During the operation, officers checked 420 e-scooters, 611 mopeds, 5,216 bicycles, and 568 motorcycles. A total of 1,118 vehicles were found to be in violation of various road safety regulations.

Among the most common infractions in Belgium were 70 cases of speeding by e-scooter riders, 159 speeding violations by moped riders, and 101 instances of motorcyclists failing to wear appropriate protective gear. Police also recorded 601 violations among cyclists, which included improper road use, technical faults, and even carrying passengers. Additional offences included riding without a licence, helmet non-compliance, and substance use while operating a vehicle.

Violations

In Serbia, traffic police inspected over 3,300 two-wheeler users and recorded nearly 900 violations in just three days. These included 146 riders without helmets and 110 cases of riding under the influence, with the majority involving cyclists.

Evaluation

“The results of the operation underline the importance of continued enforcement and awareness-raising efforts. ROADPOL remains committed to reducing fatalities and serious injuries among two-wheeled vehicle users and stands united with police forces across Europe in promoting safer roads for all”, commented ROADPOL Operational Working Group chief Jana Peleskova from the Police of the Czech Republic.
