Since the establishment of the federal structure of the Swiss Confederation, responsibility for internal security and police authority resides with the individual cantons, which independently determine the organization of their police forces based on local needs.

There is a strong tradition of voluntary collaboration among the various police forces in Switzerland and the Principality of Liechtenstein. As a result, the heads of the traffic police in both regions have come together to form the working group ACVS, with Ulrich Gloor serving as the representative for ROADPOL.

Ulrich Gloor is a lawyer and attorney with a diverse background, having worked in both the judiciary and administrative sectors. He joined the Thurgau Cantonal Police and has been the head of the traffic police since 2018, bringing extensive expertise to his role.
